Mission 23: We Partners Now?
Lincoln arrives at Benny's Ristorante in River Row, where he discovers Sal Marcano’s men brutally beating Vito Scaletta. Fighting his way through Marcano's guards, Lincoln rescues Vito, who is bloodied but unbroken. The two men share a tense but honest conversation, with Vito revealing his growing resentment toward Marcano’s betrayal. Recognizing a mutual desire to dismantle Marcano’s empire, Lincoln proposes an alliance. Vito, impressed by Lincoln’s resolve, agrees to work together, marking the beginning of a powerful partnership against Marcano.

Mission 24: Union Extortion
Lincoln meets Jock Blanchard, who reveals that Andy Turetto is running a union extortion racket in Barclay Mills. Turetto is squeezing workers for inflated union dues and denying permits to those who can’t pay up, leaving families in dire straits. Determined to end this exploitation, Lincoln targets Turetto's operations, sabotaging his rackets and eliminating his enforcers. After systematically dismantling the extortion scheme, Lincoln forces Turetto into a final confrontation, ensuring that the union is freed from Marcano’s grip.

Mission 25: Contraband
Lincoln contacts Connie Demarco, who informs him about a contraband smuggling racket controlled by Roy Thibideaux. The operation is vital to Marcano’s income, making it a prime target. Acting on Connie’s intel, Lincoln disrupts the supply lines by destroying shipments, raiding storage sites, and eliminating key smugglers. His actions send shockwaves through the operation, drawing Roy Thibideaux out of hiding for a confrontation. Lincoln takes him down, securing control of the contraband racket and further destabilizing Marcano’s empire.

Mission 26: Get Michael Grecco
After taking over Marcano's contraband and extortion rackets, Lincoln and Vito set their sights on Michael Grecco, who’s hiding in a run-down shack with a group of women. Just as they’re about to make their move, a group of Marcano’s men arrives to kill Grecco, forcing him to flee. Determined to deal with Grecco personally, Vito insists on a high-speed chase that ends with the two taking out Marcano’s men and capturing Grecco. Back at Vito’s place, Grecco reveals that Sal wants Vito dead to keep him from informing Leo Galante and the Commission about his plans to go legit through a new casino project across the lake. Sal’s goal is to turn New Bordeaux into the next Las Vegas by bribing politicians to legalize gambling. After spilling everything, Grecco is knocked unconscious and left with Vito, who likely disposes of him permanently.

Mission 27: An Emotional Attachment
Lincoln holds his first sitdown with his underbosses—Vito Scaletta, Cassandra, and Thomas Burke—at Eaglehurst Plantation to outline his strategy for taking down Sal Marcano. Tensions run high as the group argues and threatens one another until Lincoln intervenes, asserting his dominance by recounting his victories against Barbieri, Doucet, and Grecco's men. He lays out a methodical plan: dismantle Marcano’s organization from the bottom up, eliminating lieutenants and capos before targeting Marcano himself. Lincoln explains that Sal’s emotional attachment to his casino project in North Lake is their leverage, as it makes him irrational and vulnerable. After the meeting, Donovan promises actionable intel on Marcano’s lieutenants, thanks to insider tips from “concerned citizens.”
