Amid the post-war boom of Hollywood's Golden Age, Cole Phelps is an LAPD detective thrown headfirst into a city drowning in its own success. Corruption is rampant, the drug trade is exploding, and murder rates are at an all-time high. In his fight to climb the ranks and do what's right, Phelps must unravel the truth behind a string of arson attacks, racketeering conspiracies and brutal murders, battling the L.A. underworld and even members of his own department to uncover a secret that could shake the city to its rotten core.

Chapter 4: Vice Desk

Manifest Destiny: Phelps and Earle investigate the massacre of Mickey Cohen's men at a nightclub, where a violent shootout left multiple gangsters dead. The case connects to stolen military surplus morphine, a mystery tied to the infamous robbery of the SS Coolridge. As Phelps digs deeper, he uncovers links to Courtney Sheldon, a former Marine turned shady businessman, and Dr. Harlan Fontaine, a psychiatrist orchestrating the operation. The investigation exposes a narcotics network exploiting veterans for profit, culminating in a confrontation with corrupt figures in Los Angeles’ underworld.
However, Phelps’ success is overshadowed by his personal life when his affair with German lounge singer Elsa Lichtmann is exposed, causing a public scandal. Manipulated by Vice corruption and powerful adversaries, Phelps becomes the scapegoat for the department’s failures. Disgraced and demoted, he is reassigned to the Arson Desk, marking a dramatic fall from grace as the city's systemic corruption becomes increasingly apparent.

Chapter 5: Arson Desk

The Gas Man: Assigned to the Arson Desk, Phelps investigates a deadly house fire that killed the Stefan family. Initial evidence points to a gas leak, but closer inspection reveals tampered appliances and a connection to Ryan Gas Co., a company suspected of providing faulty water heaters. The investigation leads to Matthew Ryan, a political agitator and employee with anti-corporate views, who becomes a prime suspect. As Phelps delves deeper, he begins to uncover a larger conspiracy involving corrupt business practices tied to Elysian Fields Developments, a construction company with a vested interest in the burned properties.

A Walk in Elysian Fields:
Phelps is called to investigate the arson of a suburban home that claimed the lives of the Sawyer family. Evidence points to the involvement of Elysian Fields Developments, led by Leland Monroe, a powerful and corrupt businessman pushing for mass land acquisitions. The case grows more sinister as Phelps discovers a pattern of targeted arsons designed to force residents out of their homes. This leads to a deeper conspiracy involving corporate greed and the exploitation of vulnerable communities, setting Phelps on a collision course with the city’s most influential figures.
