The Legend Of Zelda: Majora's Mask - Great Bay Temple Part 3: WORKING ICE ARROWS!

Oh wait, no they aren't working because for some reason they don't always make a platform in the water when you shoot into it regardless of the angle... They are a pretty critical aspect too because you gotta make platforms to reach spots and if they melt before you are able to create the next platform, you have to start your attempt all over again because you can't shoot arrows while swimming. Game, plz...
