Plot
In 2016, three years after the events of Chicago, San Francisco becomes the first city to install the next generation of ctOS (central Operating System) – a computing network connecting every device together into a single system, developed by technology company Blume. Hacker Marcus Holloway, punished for a crime he did not commit through ctOS 2.0, decides to join the hacking group DedSec (composed of hackers Sitara Dhawan, Josh Sauchak, Horatio Carlin, and "Wrench"), and conducts an initiation test by hacking a Blume server farm to wipe his profile from the system. DedSec determines that the new ctOS can covertly harm innocent citizens across the city, and thus decides to bring about awareness of their goals through conducting a social media campaign to recruit, by exposing corruption and crimes being conducted through the system, before bringing down Blume.
After several successful exposures, Josh discovers a number of irregularities in their follower numbers. When Marcus investigates this, he learns that DedSec has been used by Blume's CTO Dušan Nemec, in order to sell ctOS 2.0 to those frightened at being hacked. Forced to leave the city for a while, DedSec partake in a hacking event in the desert, and encounter legendary hacker Raymond "T-Bone" Kenney. Interested in assisting them, Kenney joins DedSec as they work to continue their fight against Blume. After hacking the server farm of a major internet company, the group use the data they acquire to pursue and expose corruption amongst law enforcement officers, politicians, and numerous Silicon Valley corporations. During this time, Marcus also focuses on bringing down several criminal syndicates, after one gang murders Horatio for refusing to assist them with their operations, and thwarts Dušan's attempts to disrupt DedSec's operations through a rival hacking group and the FBI.
Eventually, DedSec comes across information about the data manipulation program called "Bellwether", designed by Kenney, and learn that with both this and a new satellite network, designed to bypass undersea data cables, Dušan plans to manipulate world finances and politics, thus creating a monopoly on the entire world's electronic data. To expose this and his corruption, DedSec co-ordinates a massive operation to allow Marcus to infiltrate Blume's San Francisco headquarters, hack their servers, and feed the information of Dušan's crimes to the police. While Dušan is arrested for fraud and Blume is put under investigation, DedSec resolves to continue their fight against the company.
In an extended ending scene added in a post-release patch, two unidentified individuals note that more DedSec cells and hacktivist groups have been emerging worldwide in response to the San Francisco Blume scandal, and that it is time to put their own plans into motion. The filename of the recording seen in the ending is a set of coordinates located in Brixton, London; foreshadowing future events.
Gameplay
Similar to its predecessor, Watch Dogs 2 is an action-adventure game with stealth elements[2] and played from a third-person perspective as Marcus Holloway, a young hacker. The game features an open world set in a fictionalized version of the San Francisco Bay Area,[3][4] an area more than twice as large as the Chicagoland setting from Watch Dogs.[5] It consists of four different areas: San Francisco, Oakland, Marin, and Silicon Valley.[6] Players can navigate the game's world on-foot or by the various vehicles featured in the game, such as cars, trucks, buses, cable cars, motorcycles, quad bikes, and boats.[7] The driving mechanic was overhauled and designed to be more accessible.[8] The player can shoot their weapons while driving.[9] Marcus also has improved acrobatic skills, and the ability to parkour around the city.[10] The player can use different methods to approach the game's missions, choosing between the aggressive approach, in which they defeat enemies with guns which are made with a 3D printer; explosives, like mines; or Marcus' own melee weapon, a billiard ball attached to a bungee cord. Alternatively, the player can use the stealth approach, in which they can evade enemies or paralyze them temporarily with Marcus' taser.[4][10] Watch Dogs 2, like its predecessor, places a particular emphasis on using environmental apparatus and the terrain to Marcus' advantage. For example, a player may hack an A/C unit to produce an electric shock when an enemy nears it. Marcus may also employ his own modular taser devices and explosives to use tactically against enemies.[11] When law enforcement witnesses the player committing a crime, or is alerted by a non-player character (NPC), police officers will attempt to arrest the player.[12] The game upgrades system is a returning feature, with items being divided into three categories: Ghost, Aggressor, and Trickster. Upgrades can be customized according to playstyles.

Vanguard's campaign features similar gameplay mechanics previously introduced in Modern Warfare, such as the player being able to mount wielded weapons to flat surfaces, interact with doors and execute takedowns. New gameplay features allow the player the ability to use a more advanced tactical approach in combat such as blind firing from behind cover, breaking through destructible environmental elements or creating new paths to complete objectives by climbing walls.
Campaign
NOTE: The story of Vanguard is told throughout various points in time in a non-chronological order.
In August 1941, 2nd Lieutenant Lucas Riggs is stationed at Tobruk, Libya as part of the Australian-led Rats of Tobruk garrison. After a failed ambush attempt against a German convoy, Riggs is assigned to recover supplies for the British Army, alongside fellow Rat Private Desmond "Des" Wilmot and British Lieutenant Richard Jacobs. Riggs, Des and Jacobs manage to find intelligence relating to General Erwin Rommel, and destroy a German depot in the process, but they were detained by Major Henry Hamms for insubordination. In 1942, during the Second Battle of El Alamein, Riggs and the Rats are ordered by Hamms to form a defensive line, but Riggs disobeys the command and tries to retake a hill and call in bomber support with Des supporting him. The two of them succeed, though Des is killed in action. Angered by the disregard for the Rats' contribution to the fight, Riggs punches Hamms out of frustration, resulting in him facing prison time.
In June 1942, United States Navy pilot Lieutenant Wade Jackson participates in the Battle of Midway alongside his tail gunner, Aviation Machinist's Mate Mateo Hernandez. In November 1943, while assaulting the Imperial Japanese Army in Bougainville, Jackson and Hernandez's plane is shot down, and the two are captured by IJA soldiers. They are rescued by the 93rd Infantry Division, who later help them acquire an Imperial Japanese Navy Aichi D3A to assist the division in reclaiming the island.
In August 1942, Red Army nurse Polina Petrova witnesses the Germans invade Stalingrad. She fails to save her father Boris from being executed by enemy troops, but is able to escape with her brother Misha and several Soviet partisans. Petrova eventually acquires the nickname "Lady Nightingale" as she pursues Leo Steiner, the Wehrmacht commander responsible for the invasion. In January 1943, Petrova and Misha attempt to assassinate Steiner in Stalingrad, but Misha is severely wounded. He sacrifices himself to buy Petrova time to escape. Petrova eventually confronts Steiner and kills him and his personal army, inspiring the citizens of Stalingrad to reclaim the city from the Nazis. She then sets her sight on Steiner's superior, Hermann Freisinger.
In June 1944, British paratrooper Sergeant Arthur Kingsley takes part in Operation Tonga, where he and the Parachute Regiment help destroy the Merville Gun Battery and several other bridges to assist the Allied forces in invading Normandy. Kingsley befriends fellow paratrooper Sergeant Richard Webb, who would later become Kingsley's right-hand man.
Kingsley, Webb, Petrova, Jackson and Riggs, alongside a sixth soldier named Milos Novak, would eventually be recruited by Captain Carver Butcher to form the first special operations task force, callsign Vanguard.[c] Kingsley is appointed as the leader of the task force. In April 1945, Task Force Vanguard hijacks a train to Hamburg, Germany, in search of intelligence regarding Project Phoenix, a secret Nazi program run by Freisinger. While infiltrating a Kriegsmarine submarine, the squad is captured by Freisinger's men, minus Jackson who evaded them, and Novak who is bludgeoned to death by Freisinger. Vanguard is delivered to the Gestapo headquarters in Berlin, where Freisinger appoints Schutzstaffel officer Jannick Richter to interrogate them. Jackson is also captured after attempting to steal a plane; Richter demoralizes the squad by executing Webb.
Being unaware of Project Phoenix's purpose and Freisinger's involvement, Richter attempts to learn more by interrogating Petrova and Riggs about Steiner and Rommel's connection to Freisinger. He deduces that the project was a coup attempt, in order to appoint Freisinger as the new Führer of the Fourth Reich. As Berlin falls under siege by the Red Army following Adolf Hitler's suicide, Riggs breaks out of interrogation and frees the squad, while Kingsley kills Richter to avenge Webb. Vanguard pursues Freisinger to the airport, where they finally apprehend him and burn him alive. The four then board Freisinger's Luftwaffe plane, discovering numerous German documents and assets, revealing global Nazi covert operations. Kingsley decides to follow up on Project Aggregat, a secret V2 rocket facility, and orders Jackson to fly there in pursuit.

Plot
In the far future, a UNSA special forces team is sent to a secret UNSA weapons research facility on Europa where a prototype weapon is being developed, resulting in the SDF seizing the installation. The UNSA team recover the prototype and initiate the facility's self-destruct, but are captured by the SDF and subsequently executed by one of the SDF's main commanders, Admiral Kotch.
On Earth, Reyes expresses his opinion to Admiral Raines that the SDF attack is tantamount to a declaration of war and that the UNSA should be preparing a counterattack. However, Admiral Raines explains that the UNSA's leaders do not want to escalate the situation, especially during the Fleet Week celebrations where the entire UNSA fleet gathers at Geneva. Invited to enjoy the festivities, Reyes links up with his wingman Salter and is assigned the experimental E3N for evaluation. Suddenly, the UNSA's AATIS defense cannons, hijacked by the SDF, open fire on the assembled fleet; simultaneously, an SDF assault force invades Geneva. Reyes manages to fight his way to the AATIS control tower, where he shuts down the AATIS cannons and apprehend Riah, the SDF spy responsible for sabotaging them. Reyes then accompanies the surviving UNSA ships into orbit to oppose the attacking SDF fleet. The SDF's flagship, the Olympus Mons, suddenly arrives and destroys more UNSA ships before it is forced to retreat. The battle is a disaster for the UNSA, as only two ships survive the battle: the carrier Retribution, to which Reyes is assigned, and the destroyer Tigris.
Upon landing on the Retribution, Reyes learns that both the ship's captain and the executive officer were killed in battle, leaving him as the highest-ranking officer of the ship and its de facto captain. Admiral Raines promotes Reyes to commander and orders him to retake the cargo port on the Moon from the SDF. After successfully liberating the Moon, Reyes is tasked with delaying the SDF for as long as possible until the UNSA can rebuild its fleet. At this point, Reyes can embark on a number of optional missions to attack key SDF targets, as well as a strategic refueling tower on Titan, crippling the SDF's fuel supply. Later, he is sent to investigate a disturbance at an asteroid mining station near Mercury, only to find it was a diversion while the SDF destroys the Tigris, leaving the Retribution as the sole remaining UNSA ship.
Learning that Riah is carrying a beacon meant to signal the main SDF fleet to invade Earth, Reyes devises a plan to use the beacon to lure the SDF fleet right into the still-operational AATIS guns. Unfortunately, the plan goes awry when Riah escapes, destroys the AATIS guns, and kills himself to trigger the beacon. The SDF arrives and the Olympus Mons destroys UNSA headquarters, killing Admiral Raines.
With no other options, Reyes uses the opportunity to board and commandeer the Olympus Mons. He manages to fight his way to the bridge and kill Admiral Kotch. He then takes the Olympus Mons and Retribution to Mars, where he intends to use the ship to destroy the SDF's orbital shipyard and cripple their fleet in return. While the attack is successful, the Mons is damaged to the point its weapons are inoperable, and with few other options, Reyes orders it to ram the shipyard. Unfortunately, the Ret also suffers damage and drifts into the Mons's flight path. Both warships crash onto the surface of Mars with the shipyard still intact.
Realizing that there is no way for them to get back to Earth alive, Reyes rallies the survivors of the Retribution crew and leads them on one final, desperate assault on the shipyard. Most of the surviving crew are killed, but Reyes, Salter, Ethan and a few others make it to the shipyard, where they commandeer a destroyer. However, its weapons are disabled and the mooring clamps are locked. Ethan sacrifices himself to destroy the moorings while Reyes unlocks the destroyer's weapons and orders Salter to destroy the shipyard, despite his remaining on it. Salter reluctantly opens fire, ejecting Reyes into space. He is able to watch the SDF shipyard explode before shrapnel from its destruction punctures his suit, causing him to suffocate.
Some time later, the UNSA honors Reyes and the Retribution crew's heroic sacrifice, stating that their destruction of the SDF shipyard was a decisive victory and that the SDF has been all but destroyed as a result. Salter, who is one of only four survivors from the Retribution, salutes a war memorial in Geneva listing the names of all of the UNSA soldiers who died in the conflict, including Reyes.
During the credits, the recorded messages of some of the deceased Retribution crew may be heard.
