Thomas Aquinas two parts First v1-8 divine help against troubles, Second v8-11 Peace granted after troubles

V1 God is our refuge and strength,
a very present[a] help in trouble. Or well proved
Well proved, He has demonstrated through our experience that He is our refuge if we need to weather a trouble or a strength if He is able to overcome it. Lamb motif.

V2 2 Therefore we will not fear though the earth should change,
though the mountains shake in the heart of the sea;
>>It is because of His demonstrated love in the past that we will not fear.
I cannot repeat more than Holy Scripture the admonition against fear. Fear is addictive. It produces sickness, It undermines our Faith.

Well proved God given us evidence, therefore because of this evidence no reason to fear. Fear corruption, undermines faith.

V3 3 though its waters roar and foam,
though the mountains tremble with its tumult. Selah
The Lord is not gaslighting us. He freely admits that we can face problems as though as if it were a hurricane gale force or earthquakes.
Selah blessed peace (pause) forever with Him

V4 4 There is a river whose streams make glad the city of God,
the holy habitation of the Most High.
River of Life, Samaritan woman at the well, Jesus, does indeed make glad the city of God.
Augustine observes this same connection to the Holy Spirit sent from Jesus.

“What are these streams of the river? That overflowing of the Holy Spirit, of which the Lord said, “If any man thirst, let him come unto Me, and drink. He that believeth on Me, out of his bosom shall flow rivers of living water.” These rivers then flowed out of the bosom of Paul, Peter, John, the other Apostles, the other faithful Evangelists. Since these rivers flowed from one river, many “streams of the river make glad the City of God.”

V5 5 God is in the midst of her, she shall not be moved;
God will help it when the morning dawns.
In spite of the storms of life, He is with us. All of creation tells of the wonders of God and as surely as morning follows night so too does the help of our Lord. Endlessness of His grace

V6-7 6 The nations rage, the kingdoms totter; (KJV has heathen with a substitution for nations)
he utters his voice, the earth melts.
7 The Lord of hosts is with us;
the God of Jacob is our refuge.[b]Selah
Seems to reechoes of endless empires and God’s voice quiets.

Ps 9:9 Rev. Scofield directs our attention to a parallel verse
The Lord also will be a refuge for the oppressed,
a refuge in times of trouble.

A restatement of v 1-5. Fortress and refuge. Sometimes we are called to action, sometimes called to wait. Blessed peace forever is the lot of those who trust in the Lord.

8 Come, behold the works of the Lord,
how he has wrought desolations in the earth.
9 He makes wars cease to the end of the earth;
he breaks the bow, and shatters the spear,
he burns the chariots with fire!
Works of the Lord, Desolations, Lion. This is not imagery of a hippie grandfatherly type God. We always need to have an outside objective source of God. We can all get caught in the currents of popular opinion.
