It is a common misconception that it is mean to fire people. We feel bad taking away their income stream, or expressing our disapproval at their best efforts, as if we are judging them.
Let's assume this is correct - that your primary concern should not be for your business, but for how your employee feels. Your reason for not firing this person is fear of making them feel bad. Think about how bad it feels to go to work everyday knowing you will fail. Think about how bad it feels to know that you are letting down the business' customers, your boss, your coworkers.
The cruelty does not lie in letting them go, the cruelty lies in continuing to set someone up to do a job they cannot do. In this case, you are giving them repeated opportunities to put themselves down, which is far worse than your dismissal.
To continue to push them towards a path they are not meant to take is to rob them of the time they could spend pursuing other goals. Every day that person spends doing what they were not destined, or good at, is a day they are robbed from the opportunity to do what they SHOULD be doing!
The resentment that builds up as you work with someone who lets you down will eventually match their own disdain for lack of ability to do their job. This does no one any good.
The cruel part isn't in firing - it's in continuing employment when someone is not fit for the job. Let people go so they can move on to what they are supposed to do in life. If no one fired me, I'd be making $12/hr to type Lowe's Home Delivery orders from a blurry fax into warehouse software in an unconditioned office.
