President buying oil from Tyrannical dictators not producing oil domestically

President Biden supporting Foreign Tyrannical dictators for Oil. Why not employ Americans and produce oil domestically? Clearly the United States has a Need for Oil. Why is the President needlessly spending tax dollars on oil to support Foreign tyrannical governments?
