Do you remember that Ron White joke about how they can't kick you out of public?

Well, this guy somehow managed to find a way. Halleck used the public access station to broadcast a film critical OF the public access station.

The public access station was less than thrilled. They told him not to come back ...

Is that legal? What are the first amendment implications? Is this state action? Or because the public access station was run by a private company, is it private action?
