Climate change is expected to lead to increasing sea levels and temperatures. This has made it impossible for many people to work during the day. Instead of working, they create, and socialize in the darkness of night, while battling rising sea levels in many coastal cities.

Nicolas "Nick" Bannister is a self-esteemed private detective living in Miami. He administers Thiopental to his clients, which places them in a machine to aid with reminiscence. His assistant Emily "Watts", Sanders assists him in contract work at the Miami-Dade District Attorney's Office.

Mae (Rebecca Ferguson) walks in to ask for his assistance in finding the missing key that she is looking for. Nick immediately falls in love with her and follows her to a nightclub, where she is a chanteuse. Mae and Nick quickly fall in love, but Nick is unaware that Mae works for a drug kingpin, whose product is an addictive substance called "Baca".

Mae disappears soon after Nick's date, leaving Nick with only his memories. Nick attempts to relive his memories by immersing in the incubator tank despite Emily's warning not to. It can cause brain damage.

Nick and Emily are contacted by the DA to conduct immersion evaluations on a suspect in a crime, which happens to be Mae. After Mae's disappearance, a simple case quickly becomes an obsession and Nick finds himself fighting to uncover the truth.

The truth emerges at the height of Nick's obsession with investigation. Mae was hired by the son of a landbaron to seduce Nick (Angela Sarafyan), and steal memories of his client Elsa, who had been having an affair (Brett Cullen). Mae and Booth (Cliff Curtis), a corrupt police officer, ended up tracking down Elsa's son. Booth kills Elsa, while Mae turns against him in order to save her son. Booth kills Mae later, but not before leaving Nick a message in Booth’s memory. Nick then "walks into" Booth's death. Mae confesses that she loved Booth deeply and tried to reconnect with him but was unsuccessful.

Nick examines the evidence and reveals Walter’s son Sebastian (Mojeanaria) as the mastermind in an attempt to keep his inheritance from his half-brother. He also revealed where the boy had been hiding since Mae saved him. It was at a white stilt house in the middle the water where Mae lived before moving to Miami.

After concluding his investigation Nick puts himself permanently in his memories. This is partially to serve as a sentence for his actions which included trapping Booth forever in a painful memory. The entire film was actually being recorded in Nick's memories decades later. This could mean that certain details may not be correct. An older Watts arrives to visit her friend in the memory tank with her granddaughter Nico Newton.
