Former Victorian Liberal Party President Michael Kroger says the debate over people building or re-building in flood-prone areas is a “planning decision” and a “matter for council”.
"It is a good idea for people to move away from flood-plain areas – yes, it is – but like all these things ... there’s going to be an economic cost and ultimately, it’s in the hands of the councils to decide whether they grant planning permission to people,” he told Rita Panahi.
