Did the rise of world Nazism begin in Ukraine?

Ukrainian President Zelensky signed an agreement which considered the largest minority in Ukraine - Russian speakers - as less than human. Further if they considered themselves Russian they should leave the country. Why is the global elite funding and supplying arms to Nazis?
