Vaccines being developed by Saskatchewan’s VIDO lab and Quebec City’s Medicago were early hopes. But the federal government focused on a vaccine being developed in China by a Tianjin-based company called CanSino Biologics and the scientific research arm of the People’s Liberation Army.

The CanSino deal seemed to get lost in the blizzard of Trudeau’s daily COVID-19 briefings. But it soon became the focus of our investigation. We just couldn’t get our heads around one simple question: Why was the federal government willing to bet part of Canada’s vaccine supply on a deal with China? Diplomatic tensions between the two countries had rarely been higher after the 2018 arrest of a high profile Chinese tech executive, Meng Wanzhou, and the subsequent detention in China of two Canadians, Michael Kovrig and Michael Spavor. The Canadian government apparently didn’t figure that Chinese authorities would stop the vaccine from coming to Canada. But after months of delay, that’s exactly what happened.
