“The Same Subject Continued: The Insufficiency of the Present Confederation to Preserve the Union,” argues that the federal government would never be interested in encroaching on the rights of the states or expanding federal power beyond their limited jurisdiction of commerce, finance, negotiation, and war.

Morgan and Connor disagree with Hamilton and express that the federal government has an immense incentive to overstep and infringe on the rights of local jurisdictions.
