Nobody outside the neighborhood of Papineau, Québec voted for him at all. It's not like an American presidential election where all voters see the candidate's name on a ballot and can vote, the only people that ever saw Trudeau's name on a ballot were the 45,000 voters in a suburbs of Montréal, of which 50% voted for him. So no, 1/3 of Canadians didn't vote directly for Trudeau, less than 1% of all Canadians voted for him. The liberal party over which he is leader got 1/3 of the total Canadian vote but the other 2/3 is split up between the Green Party, the Conservative Party, the NDP, independents, and the Bloc Quebecois. Worse than that the NDP has agreed to back Trudeau and the Liberal party in pretty much everything so essentially it gives the liberals a majority parliament.
