Muslim at Notre Dame when fire starts

Muslim in white dress and pill hat, can be seen crossing, from where Notre Dame fire started, to stairs. Who is this person, and why were they wandering through a closed construction site? Why were they there in obviously not construction garb, past security, when a thousand French churches have already been torched?
