Wellington City Council's Covid Vaccine Pass Policy Hasn't Caught Up With The Reality

So if we have established that the unvaccinated are at no greater risk of catching and spreading COVID-19 than the vaccinated, then what is the scientific justification for the COVID vaccine pass?
