Arent Gangs or Criminals in USA just practicing 2nd Amendment in United States

I know people obviously hate criminals and drug dealers and such. But lets be honest, with this whole "need gun to protect yourself from the government... you kinda arent wondering why they use that logic against individuals too?" But decentralization of government is good idea though
