Arcane: Why does Vander`s Statute Exist?

The drama in Silco`s scene with Vander`s statue is done so incredibly well that we forget that it is odd that the statue is there in the first place. Why would a guy who wanted to paint Vander as a coward let a statue of Vander stand? I look into that and more questions in this heart-wrenching scene.
