Deck Joists Hanging Off the Bay - Bad Contractor or Just Ripping Off the Homeowner?

During a deck inspection, Troy Galloway noticed that the floor joists were hanging off the bay and not enough of the floor joists were doubled up. This is very dangerous because there is nothing below the bay overhang to keep the joists at the house from pulling loose.
