Why didn't the FBI originally want to call the Texas synagogue hostage crisis what it is?

The FBI had originally downplayed the religious connection to the synagogue hostage crisis in Texas. Eventually the FBI admitted that this was indeed an act of terrorism. Plus, there were two people arrested in the UK for reportedly having some kind of connection to this hostage situation in Texas.
