Hebrews 2:11-14 The Council of the Triune God "The Plan!"

Catholics teach that Jesus was a good man who got into trouble with the Romans and was crucified for inciting insurrection, sound familiar?
Is that what happened it was or was it what Luke wrote in Acts 2:23?
