France bans the sale of dogs and cats in pet shops from 2024.
France approved , a bill to "combat animal abuse", which prohibits the sale of puppies and kittens in pet shops and, progressively, the presence of wild animals in circuses.
Pets are "neither toys, nor merchandise, nor consumer products," Agriculture Minister Julien Denormandie tweeted, celebrating "an important advance" in the fight against the abandonment of these animals.
One in two French people have a pet, but about 100,000 are abandoned each year. The proposal approved by the Senate on Thursday, after approval by Parliament, makes the penalties stricter for mistreatment, or abandonment cases.
The act of willfully killing a pet will be considered a crime, rather than a simple offense. Those convicted of maltreatment must take an awareness course.
