Do the Rich Really Pay Lower Tax Rates?

Robert Reich continues to cite a flawed study by Saez & Zucman claiming that the rich pay a lower effective tax rate than the poor. The only problem is, it isn't true. The Washington Post included the major flaw in their publication of the study!
