Questioning EVERY-THINK Predictive Programming

Predictive programming is a psychological technique used to subconsciously familiarize a person/group of people with an event that will take place within the future utilizing the ideology that viewing a similar event within a repetitious manner will "ready" the experiencers for its coming. This is accomplished through repetitiously displaying images of this thing/event utilizing the tool of film, television, radio broadcasts, billboards, etc. Hence, upon the inception of this thing/event, the public will be less fearful of it as they have been previously conditioned to seeing it within their environment. This lowers the likelihood of protest against it.
This episode from The X-Files was released in approximately 2016. Are they discussing exactly what the planet is currently experiencing, a disease where "the cure/vaccine" demolishes one's immune system leaving them completely vulnerable to ANY type of bacteria, virus or fungus attacking and rendering them to sickness/death?
