After #petitioners from Datong City, Shanxi Province in China were caught by local officials("Interceptors"), they were chained like animals.
In #CCP's China, in theory, people can #petition to higher authorities if they are wronged by local officials. However, local governments want to "intercept" them and escort them back so that local problems won't get exposed.
