Dr. Richard Bartlett was the advisor to Governor Rick Perry for over 7 years. Dr. Bartlett received the Meritorious Service Award from the Texas Health and Human Services Commissioner - before Covid.

During Covid, about 2 months ago, in West Texas all hospitals in the area were on ‘diversion.’ They were full of Covid patients and could see no other patients. Dr. Bartlett, oversaw the infusion of Regeneron mono-clonal antibodies. Dr. Bartlett oversaw the infusion of 1,000 infusions in roughly 3 weeks time which quickly reduced the number of Covid hospitalizations and brought the hospitals back to full function.
