There is something insane or dangerous about sending Nuland to Moscow

Why would they send Victoria Nuland to Moscow? This is the question that is even bigger than the results of the trip. She is despised throughout the country and one of the organizers of an event that Russians will look at as a major cultural tragedy for generations. Is there method to this madness?
