Contracts CANNOT be changed or alter by one party to the contract, after the contract was made. That's BREACH OF CONTRACT. The party who was supposed to pay, no longer has to pay.

The concept is to put financial pressure on local and county governments to take action, and put financial pressure on school boards to back off. They back off, we pay the taxes.
