Displaced for years by war, Abdallah Mokhtar and his family are set on reoccupying their home in Libya's devastated city of Sirte, but bitter that they are repairing the shell-cratered apartment with almost no help. They're one of a dozen families laboring to rebuild in an area shattered by war with Islamic State.
