Initially the story about Barry was intended only as an insert-pilot episode, but the positive response Grant received during his two appearances as Barry in Arrow led executive producers to plan to expand his full-fledged episodes to take advantage of the larger budget and help decipher Barry's world in greater detail. . Colleen Atwood, costume designer at Arrow , was mandated as costume designer for The Flash. The creative team wanted The Flash to resemble the characters in the comics, and not just be a cheap imitation.
