New Zealand prime minister wants a 2 tier society for vaccinated and unvaccinated

Is this still about health ? If the vaccines are so effective then why be scares of unvaccinated people ? If the vaccine doesn't stop vaccinated people from spreading it then why the passports ? Asking for a friend
