4 New England States, NY, NJ, CT and PA creating an anti-gun cabal??!!

The states of New York, New Jersey, Connecticut and Pennsylvania have signed a joint agreement to share gun crime data, data which is collected by the ATF and restricts states from doing exactly what these are states are attempting. Will this be the framework for interstate gun laws?
