'Certification Denied' by MC (Maricopa County) Chairman for Dominion Voting equipment on 11/18/2020

(One of the most impactful witnesses) Testimony given at the: 'ARIZONA ELECTION INTEGRITY HEARING' on 11/30/2020

'Certification Denied' for Dominion Voting Systems by MC (Maricopa County) Chairman after Formal Post Election Secretary of State (SOS) Logic and Accuracy (L&A) Certification Test on 11/18/2020 in Maricopa County Tabulations and Election Center (MCTEC)

Effective November 12th, 2020 (11/12/2020) resignation of the previous Chairman
They took over the performance of the Chairman's duties
The Secretary of State (SOS) Certification
That the Logic and Accuracy (L&A) Certification of the Dominion Voting Systems would take place on November 23rd.
With limited notice, was notified that the date was moved to November 18th, 2020 (11/18/2020) at 10 AM

11 issues:
11/18/2020
Maricopa County Tabulations and Election Center (MCTEC)
Morning turn around and inspection of the Dominion Software and Equipment
Took some 8 hours before the two formal L&A Certifications were completed with Mixed results
Began in the BCC (Tabulation Room)
Dominion software and machines were setup for testing

The problems that occurred almost from the start with the:
Secretary of State (SOS) L&A Certification

- A number of the ballots could not be read by the tabulator machines
- At least one or more tabulators broke down, and portions had to be replaced
- Incorrect information had been inputted into each tabulator earlier that morning
- The wrong files were loaded up into the mainframe by the computer technician
- Neither or the SOS staff nor the computer technicians were able to quickly resolve the problems

2 PM, Asked if the problems were resolved
- The machines were not calculating correctly
- All the machines had to be shut down during the break (during the lunch break) and reset and they were going to start on a brand new test

Time to sign the Certification:
Turned over to the Board of Supervisors (BOS)
Went ahead a signed and Denied Certification, writing on the form, 'Certification Denied (their name) MC (Maricopa County) Chairman

They began the second L&A Test
This one was conducted by the Maricopa County Election Staff and on separate Dominion Voting Tabulation Machines
This was a similar process..
For whatever problems or irregularities that surfaced during the first SOS L&A test, they did not manifest this time

And then for the same reasons noted above, Denied Certification, writing on the form, 'Certification Denied (their name) MC (Maricopa County) Chairman

- Has copies of all of the ballots counted with copies available upon request later

Reasons as noted.. first hand observation of the flaws and irregularities in the SOS L&A Tabulating and Calculating of the Dominion Software
- Unexplained turning off of the computer system
- Doing a reset verses a correction
- Over 5 hours for the SOS test and results and review
- Lack of faith in the second L&A test..

Veteran County Elections Worker who actually worked the Election both during the August Primary and the General from 10/19/2020 to 11/11/2020 working:

Signature Verification Room
Duplication Room
Adjudication Room
ABC Room
and the Hand Count Audit

Share six (6) irregularities observed:

1. Signature Verification Standard constantly lowered by Supervisors in order to move more quickly, lowered from fifteen (15), to three (3), to one (1) and then to None, just pass the Signatures through, they were told.
2. Alleged Signatures and Challenged Signatures on envelopes, where the Signature was completely different, these were let though and approved by Supervisors.
3. Challenged runs or batches of envelopes they ran, signed by same hand writing, various ballots and least thirty (30) ballots that were signed by the same hard writing on different voters names. Asked if the county attorney would be alerted for possible fraud? Was told No, but Supervisors would take care of it.
4. Duplication (Dups) Room, observed with her Democratic partner the preparation of a new ballot, read partner a Trump Republican ballot and as soon as she entered it into the System, the ballot defaulted on the screen to a Biden Democratic ballot. They and others were threatened.
5. Election Office Observers, insufficient numbers.
6. Duplication and Adjudication Rooms, observed Trump Votes with voters, checking the bubble for a vote for Trump but also writing in the name Donald Trump under the write in candidate and checking the bubble next to his hand written name again as a duplicated vote and this would continue on as a overvote. Which means, No vote was counted at all, despite the policy having been changed to allow these overvotes. Supervisors contradicted their own policies where the intent was clear.
These many votes should have been counted and not turned away as an overvote.
