This video compiles scenes of drivers in Houston crossing lines, using controlled-access lanes, and almost getting into wrecks.

Of course, laws vary by state. In Texas, the law says regarding parallel white lines: "Parallel white lines indicate that changing lanes or turning across the lines is prohibited."

On single lines: "Single white lines are used to channelize traffic and indicates that changing lanes is discouraged, although not specifically prohibited."

Additionally, there are limited permitted reasons to drive on the limited-access lane (shoulder) on in-city highways. Usually, you will be ticketed if you get caught by an officer driving on the shoulder.
