Fremont public money used in 'questionable' payments to officials as they resigned, state auditor says

The City of Fremont issued nearly $373,000 in “questionable” payments to city officials leaving their positions, and didn’t take proper steps to approve the spending, a state auditor’s report says. A former city councilmember told us she wasn't aware, either.
