In this paper, Hamilton elucidates on the power of the president to nominate public officials. Hamilton uses the example of the governor of New York having the power of nomination and appointment by a separate council comprised of four people, the governor being one of them. This appointment vote would also be in secrecy, which entails no accountability or representation of the people.
