Day 1 Data Track (2 of 2 Video Recordings) - Continuation of Creating Data Advantage from Data Track Recording 1 DON Data Analytics Monday 1:55 - 2:45 pm To support Secretary of the Navy (SECNAV) prioritization of data and analytics, efforts are underway to identify key questions, metrics, and supporting data through a formalized process call Constellation. As supporting data are identified, the Jupiter pipelines for these data are being engineered to ensure repeatable results and dynamic refresh. These efforts are paving the way for framing and executing data-driven decision support in Jupiter. The Assistant Secretary of the Navy, Financial Management & Comptroller (ASN FM&C), has been driving its Data and Digital Transformation Program (DDTP) to meet the demands of constantly changing operations. The DDTP is working with the CDO Jupiter team to develop and leverage an agile FM systems architecture that is fast, efficient, and accessible in real-time. The DDTP is moving toward a shared set of “as-a-service” capabilities to assist organizations and users on their analytic journey. Implementing executive-level data governance and launching the DON’s enterprise data platform (Jupiter) were the initial focus. These efforts are bearing fruit and have now placed the DON in prime position to realize our data vision. The DON Data Roadmap provides an overview of these key initiatives across the spectrum of data analytics, data management, data architecture, technology platforms, and talent and culture. The roadmap will inform the DON data community and serve as an anchor point for connecting local efforts to enterprise-level endeavors. Speaker(s): Dr. Randal Cole (DON Deputy DCO) DON Data Maturity / Assessment Outcomes Monday 3:55 - 4:35 pm The DoD Data Strategy and Naval Data Management CONEMP articulate the pressing need to treat data as a strategic asset and adopt a data-centric posture that more effectively supports mission needs and the Department’s long-term data & analytics goals. To that end, the DON has aligned the governance & management of enterprise data to Information Domains – functional & mission-informed categorizations of the entirety of DON data holdings – each led by an executive-level DON Data Steward. DON CDO has been collaborating with the Data Steward community to conduct the seminal wave of Data Maturity Assessments, which use a common competency framework to understand the current state of data capabilities within an information domain and support strategic planning activities for further maturation. Speaker(s): Daniel Lee (DON CIO) DON Data Management Roles and Responsibilities Monday 4:45 - 5:15 pm The existing instructions on data management for the DON date back to the 2000s with limited scope and scale to address current data management needs as impacted by modern technologies, growing demands for data stewardship, and increasing capabilities of our adversaries. To address these challenges, the DON Chief Data Officer (CDO) is leading a broad and collaborative effort to formalize data management roles and responsibilities across all echelons. These roles and responsibilities will center on mission support and enable increased accountability for sharing and integrating quality data to meet decision support requirements.
