Systemic Racism, Fact or Fiction

In Bob's commentary he talks about weather systemic racism is real. He uses Chicago as an example to prove that it's not. The fact that Chicago is controlled by the black community is a real life example of the fact that it does not exist, because if it did how would Chicago be run at the black community.
