DashCam, Fake Right Turn, Insane U-turn

Two cars, traveling together, both entered the right turn lane. The sign on the right shoulder reads: Right Lane MUST turn right. The lead car appears to begin making the right turn, then swings to the left. The lead cars maneuver is partially blocked by the trailing car, so its not obvious that a u-turn across both lanes of the highway is about to happen. If I had hit the woman pulling the u-turn, broadside, it likely would have been a fatality.
