New reports shows high rates of recidivism

A new report shows many state inmates have been arrested multiple times, especially for violent drug offenses. Experts say we need to rethink the way society looks at crime and punishment to include rehabilitation and other recovery programs to break cycles and reintegrate offenders into society.
