011 Joe Biden Reporter asks If Not on Filibuster

Joe Biden in clip 010 agrees that the Filibuster is part of Jim Crow, but she asks IF NOT then why not abolish it. Question makes no sense when in context of the previous question and answer.
He agrees it is from Jim Crow, but she asks IF NOT, then why not get rid of it.
So it should only be gotten rid of if its NOT part of JIm Crow, and should be kept if it is JIM CROW
