Why does the UK love statues more than women?

The UK government is trying to pass a bill that means people can get 10 years in prison for damaging a statue. Meanwhile, you can get as little as five years for raping a woman.
Why does it have such messed up priorities? Is it not that bothered about women or does it just get wood for stone?
