Virus Magnetic Propulsion with no Moving Parts

This magnetic/Earth field magnetic propulsion device/boat has a permanent magnet and an electromagnet that make it turn (think compass needle) side to side like a pendulum.
It weighs much more at 91 grams than the 59 gram version with the servo turning a magnet but it performs comparably.
It could probably be made with two electromagnets so they could be turned off when they weren't needed.
Magnetorquers are commonly used in satellites. This is a next step from that.
