Baltimore is paying criminals not to kill others. This interesting strategy has been successful in combating the city’s murder rate. Baltimore is not the only city that is adopting this proposal; Richmond and Oakland in California have tried it as well! The program is part of a broader approach to help young kids stay out of trouble by providing them with resources to get their life back on track.
