In-Q-Tel's outrageous misappropriation of taxpayer funds:
In-Q-Tel has been using your money to build spy-tech scouting agencies in other regions in North America (presumably Canada), Europe, South Asia, East Asia and the Pacific, Middle East and North Africa. In 2018, they spent $27,575,347 developing technology and program services in these regions. Although a recipient of charity funds, In-Q-Tel has committed to donating a million dollars to the families of deceased CIA agents. Above all insults to the American taxpayer, In-Q-Tel's CEO, Christopher Darby, was paid $1,588,637 plus $572,790 in deferred (held until he leaves) compensation and benefits in the 2018-2019 fiscal year.

Can Non-Profit Board Members Be Paid?
Charities should generally not compensate persons for service on the board of directors except to reimburse direct expenses of such service. ... Charities may pay reasonable compensation for services provided by officers and staff. In determining reasonable compensation, a charity may wish to rely on the rebuttable presumption test of section 4958 of the Internal Revenue Code and Treasury Regulation section of 53.4958-6.

What should a nonprofit pay its chief executive?
The board of directors is responsible for hiring, and establishing the compensation (salary and benefits) of the executive director/CEO by identifying compensation that is "reasonable and not excessive," but that also is attractive enough to retain the best possible talent to lead the organization. The recommended process for determining the appropriate compensation is to conduct a review of what similarly-sized peer organizations, in the same geographic location, offer their senior leaders. This three-step process is referred to as the "rebuttable presumption" used to establish reasonableness (and also used by boards to reduce the risk of penalties). Nonprofits filing IRS Form 990 must describe the process they use to approve executive compensation as part of the nonprofit’s responses on the annual return, IRS Form 990, Section VI, Part B, line 15.

‘Huawei is a Titan right now and we can take them down if we want to double down on our investments’: In-Q-Tel CEO
The CEO of the intelligence community venture capital arm In-Q-Tel says that Chinese company Huawei “is definitely beatable” if the US doubles down on investment into 5G.
In-Q-Tel (IQT) CEO and president Chris Darby told the US House Permanent Select Committee on Intelligence last week that Huawei is a Titan, but that Titans can fall, and all the US needs to do to gain ground on 5G technology is invest more in home-grown innovation.
If China were to gain global technological superiority, Darby warned, then the rest of the world would have to comply with the norms and values of the Communist Party, which has created an Orwellian surveillance state within its own borders, continues to steal intellectual property all over the world, and uses censorship to drown out any dissent.
