Who can determine what you are?

Can congress write laws to determine the definition of your actions? Can they write laws defining what the actions of a terrorist are? How do they know what terrorism looks like and who are they to decide?

Schopenhauer says that your life experiences build your reality. Does it take one to know one? Is the pot calling the kettle black? Can someone else list a set of actions and determine the meaning of those actions?
