Lambeth council enforcement officer fail against living man

I managed to entrap a Lambeth goon by pretending to throw a cigarette away but I put it in my pocket. They are walking around issuing people fines which is unlawful under the 1689 bill of rights section 2/ 12. The police never arrived and he eventually walked away.
