Metro line 318 was a former limited stop bus route that was in service from October 1998 till December 2000. This line ran along 6th street and Whittier Blvd from Wilshire/Western in Downtown Los Angeles to Brea Mall in The City of Brea via Whittier and La Habra Boulevard's (MTRC, 2010). The line was previously known as the 470/471 Los Angeles/Puente Hills/Brea Express since the 1980s till October 1998.

Mid September of 2000, during the MTA strike, Montebello municipal bus route 10 took over the eastern portion of MTA line 318 from Passons and Whittier Boulevard's to Whittwood Center in Whittier. When the MTA strike was over in October 2000, for three months Metro and Montebello had routes that were duplication of services on Whittier Blvd. By the end of the year, line 318 was cancelled due to Montebello bus services on Whittier Blvd and Metro Rapid 720 which started service six months earlier.

Late 1990s and early 2000s the MTA board either eliminated or handed over countless of bus routes that services cities near or outside the county border to local municipal bus agencies in order to concentrate more on Los Angeles rail development (Grinberg, 2006). Riverside County Transportation Commission chairman Bob Buster, observing the slow dismantling of the MTA, remarked, “Los Angeles is like a modern-day Roman Empire, Rome takes care of itself first and the provinces last.” This was a reference to former Metro express line 496 Long Beach/Los Angeles to San Bernardino being canceled in January of 1998 (MTRC, 2010).
