Biden and Putin spoke by phone Jan. 26, their first direct contact since Biden was sworn in as president of the United States. One of their topics they discussed was the treaty between the United States of America and the Russian Federation on Measures for the Further Reduction and Limitation of Strategic Offensive Arms also known as the New START Treaty. Us entered this with Russia on February 5, 2011. The treaty is now in the tenth year which means it expires this year. The Treaty between the United States of America and the Russian Federation has the flexibility to determine for itself the structure of its strategic forces within the aggregate(group) limits of the Treaty. Department of Defense did research and set the limits for everyone to follow. Here are a few examples. First limits are 700 deployed (ICBMs) meaning intercontinental ballistic missiles, (SLBMs) meaning deployed submarine-launched ballistic missiles deployed, and heavy bombers equipped for nuclear armaments; Second limit examples are 1,550 nuclear warheads on deployed ICBMs, deployed SLBMs, and deployed heavy bombers equipped for nuclear armaments (each such heavy bomber is counted as one warhead toward this limit); and lastly, 800 deployed and non-deployed ICBM launchers, SLBM launchers, and heavy bombers equipped for nuclear armaments. No matter if there were some tensions between Putin and Biden, the Kremlin said in a statement. “The presidents expressed satisfaction following today's exchange of diplomatic notes on an agreement to extend the New START Treaty." The treaty will expire on Feb. 5th so the U.S. and Russia want to extend the New START treaty for five more years. According to the White House, the two countries will instruct their teams to "work urgently" to complete the process by Feb. 5. Once approved, our inspections and theirs will resume. They both already did two inspections out of allowed 18. They already have over 21 thousands “notifications” showing communications between the teams. Here is a breakdown. We can see first section saying Treaty Year Ten. This is the last year for this treaty to go into the new one. Then we have USA and Russia separate and their stats are the same. They inspect onsite and each side is allowed to conduct ten Type One inspections and eight Type Two inspections annually. Type one means that they inspect places that has deployed and non-deployed strategic systems. Type two means that they inspect places that have only non-deployed strategic system. They can choose which one to check on USA or Russia. Type one is more serious. The procedure states, “Permitted inspection activities include confirming the number of reentry vehicles on deployed ICBMs and deployed SLBMs, confirming numbers related to non-deployed launcher limits, counting nuclear weapons onboard or attached to deployed heavy bombers, confirming weapon system conversions or eliminations, and confirming facility eliminations.” USA and RUSSIA can do ten type one and 8 type two inspections annually. Chances are they will continue the treaty but there is already friction between Biden and Putin on other issues such as how Russia treated some of their people, and The accessions the Russia meddled in the election, which Putin denies.
