US General apologises over Afghan civilian deaths... The commander of foreign troops in Afghanistan, US General Stanley McChrystal, has recorded a public apology to the Afghan people after a NATO air strike killed 27 civilians, the alliance said Tuesday.

Foreign troops called in the attack on three vehicles in central Daykundi province on Sunday, thinking they were carrying armed militants towards their base, NATO said.

The Afghan government said four women and a child were among 27 civilians killed, in the third such mistaken bombing raid in Afghanistan in a week.

McChrystal recorded an apology dubbed into the local languages Dari and Pashto, NATO's International Security Assistance (ISAF) said, for later broadcast on Afghan television.

It was McChrystal's second apology in a week for civilian deaths at the hands of foreign troops after a rocket strike killed at least nine people during a major offensive against the Taliban in southern Afghanistan.

The public statement follows a personal apology to President Hamid Karzai, made on Sunday at the presidential palace in Kabul, Karzai's office said.

In the recorded statement McChrystal expresses "extreme sadness" and says foreign forces -- now numbering 121,000 and set to rise to 150,000 by August -- are in Afghanistan "to protect the Afghan people."
